Proposed amendments address topics such as average lot size in new subdivision plats, guest parking for certain single-family residential units and the extension of the urban area to Beltway 8.</span><span></p>

<p style="color:#00345A;font-family:Helvetica,Calibri,Arial,sans-serif;font-size:10pt;margin-top: 0px; margin-bottom: 0px;"><span>The <span>possible</span> expansion of the urban area has caught the attention of many Houstonians. The amendment&#8217;s goals are to 1) allow for the redevelopment of obsolete commercial and multi-family areas and 2) provide a variety of housing styles at a range of price points. As suburbs outside<span> the</span> city limits continue to grow and provide a stock of affordable housing, the City of Houston risks losing middle-income families to these areas. The <span>transformation</span> of aging multi-family and retail complexes to more affordable and sought-after housing styles will serve to fill this middle-income housing gap. Please note that neighborhoods with deed restrictions that prevent further subdividing of lots, establish minimum lot size and restrict to single-family residential uses will not be impacted by this provision.</span></p>

The CIP is a comprehensive document that outlines the City&#8217;s infrastructure improvement plan, organizes projects by priority and identifies funding for each project. The CIP extends five years out and is updated annually.</span></p>

Approximately 620 physicians were affiliated with the hospital. Today, they operate more than 450 beds with 1,000+ affiliated-physicians. Over 100 physicians have been affiliated with the hospital for 25+ years.</p>
<p>They have successfully mirrored the growth of the surrounding community by expanding their services and capabilities to match the needs of southwest Houston. The Asian Care Unit, Senior Services, Level III NICU and expanded emergency capabilities exemplify their vigilance in ensuring the community&#8217;s needs are met. When they opened the hospital&#8217;s doors 35 years ago they made a commitment to their neighbors that they would make their health and well-being their highest priority. Today, they proudly honor this commitment through their wealth of services and will continue to be committed and expand with the community for the next 35 years and beyond.</p>

			<content:encoded><![CDATA[<p>The City of Houston will conduct combined public meetings on the City’s FY2012 Annual Operating Budget Capital Improvement Plan (CIP) and 2012 Annual Consolidated Plan.  Since 1984, the City has held public meetings to obtain citizen input before preparation of the operating budget and capital improvement plan.  These meetings provide citizens the opportunity to participate in the budget process by contributing comments and suggestions about needed services and improvements. The City of Houston will provide reasonable accommodations to citizens with disabilities/special needs upon request. 			<content:encoded><![CDATA[<p>The mission of PAIR (Partnership for the Advancement and Immersion of Refugees) is to empower refugee youth to reach their highest potential by connecting them with college and community volunteers to build positive mentoring relationships and provide educational programs that offer academic enrichment, cross-cultural understanding, and the resources and motivation to pursue higher education and other opportunities. <span id="more-582"></span>At the same time, PAIR provides its volunteers with leadership opportunities and experiences that increase their understanding of global issues and ability to work with diverse cultures.</p>
<p>PAIR has been fortunate to receive tremendous community support this year, including local and national awards to fund our rapidly growing programs. But in order to continue its growth, PAIR requires matching funds for expansion projects.</p>

			<content:encoded><![CDATA[<p>2011 was another year of significant progress in the District in all of our service areas. Our seven year journey of District revitalization was most evident when we were notified that the Houston Association of Realtors (HAR) had agreed to our request to use our District boundaries as a distinct geographic area. <span id="more-576"></span>Why is this important one might ask? For that, a bit of background is needed. When talk of a District first came about seven years ago, the area we now know as the Brays Oaks District was commonly referred to as Fondren Southwest. Early this year we met with the HAR mapping team and presented our case that our community should be recognized as Brays Oaks and not included in the designation of Zone 20, Bellaire South. To our delight we were contacted by HAR in October and notified that our recommendations had been accepted.</p>
<p>During the year we reported on the District expansion to include the remainder of the Braeburn Super Neighborhood and the entirety of the Westbury Subdivision. This change added a new board member, Ms. Cindy Chapman, who you will learn more about in this edition. The expansion will also require updates to our Service and Assessment Plan which was up for renewal in 2012. Through this expansion, new services and plans will grow over time and we invite all of our new community partners in Braeburn and Westbury to attend upcoming board and/or committee meetings and get involved in the District.</p>
<p>If I had to choose one word to express 2011’s advances in Public Safety it would be “Watershed”. Watershed in that it marked a clear division between the days and perception of Fondren SW and the rebirth and realization of the phoenix now established as Brays Oaks. In October we celebrated the grand opening of the South Gessner Patrol Station. We continue to expand our public safety program through creative collaboration and we have partnered with the County Attorney to create a unique partnership that assists us in prosecuting undesirable nuisance businesses who try and operate in the District. We also expanded our after school bus program to include Westbury Christian and the India House. The good news which began in July of 2010 when the Heart of our District &#8211; 77071 was named one of the “Top 10 Safest Zip Codes” in Houston continued through 2011 with crime at a six year low.</p>
<p>In environmental and urban design we created a new litter abatement program. In keeping with our promise to make this the best District in Houston, we recognized that additional services were required in terms of litter abatement and general cleaning of the public rights-of-way. In business development we have created the Relocation Houston Program which is an initiative to showcase the District and Houston as an ideal place to work and live. We have hired a professional consultant, Davis Consulting, to assist with this outreach program. As we move forward into 2012 our comprehensive strategy will be tracked to gauge successes of the programs developed.</p>

			<content:encoded><![CDATA[<p>Early in 2011 the District team began working with the Houston Association of Realtors (HAR) on their new mapping system that was under development. <span id="more-570"></span>HAR had as their chief goal to recognize areas in the region that had changed over time. </p>
<p>With the rapid growth over the past ten years, there were so many new and revitalized areas that they felt clarification was needed. To that end the District hosted meetings of real estate professionals to work with HAR to assist with the reclassification. The District had long maintained that Brays Oaks should be its own designated area in the Multiple Listing Service (MLS) and not a part of Zone 20, Bellaire South. </p>
<p>In October we were notified that HAR had accepted our recommendations and Brays Oaks will appear as its own designation in the near future and no longer be known commonly as Fondren Southwest. As a part of our rebranding efforts this is another significant step in the right direction or as our Chairman, Etan Mirwis said, “absolutely awesome”.</p>
